What is this hard bump next to my tongue piercing?

I've always been told to NEVER use Listerine for piercings, and I never did. I've always used H2OCEAN for mine. It's pretty much just salt water, which heals piercings good. Since it's in your mouth, saliva also heals it quick too. Anyways, since you got it pierced twice only 3 weeks apart in the same spot, chances are the piercer had to pierce through the cartlidge bump cause by the healing of the piercing. The white stuff is actually scar tissue, it's trying to reject it since it's a foreign object in the body. It's king of like when you pierce your ears, you take it out, it heals up, and there's a bump there; well that's what's on your tongue. Just keep cleaning it right, put ice on it, and take medicine to help with the pain and you'll be fine. :)
